OK, try ipconfig /release and ipconfig/ renew on the host PC and try pinging 10.0.0.138 again.
Also try pinging it from the laptop to make sure it answers.
 
On my main pc attempting to release or renew gives me the error, 'The operation failed as no adapter is in the state permissible for this operation." I tried it on my laptop and it went off without a hitch
 
OK, never mind, my mistake, that means there is no DHCP, which is what we want since the IP address is static.
However if the machines can now see each other it means the network is correctly configured, the only thing that isn't working is ICS... Are you using any internet security suite or AV on either of the 2 machines?
 
yaaaaaa, avg did not like getting uninstalled from the laptop, somehow during the uninstall it wiped out the drivers for both lan and wifi, im currently system restoring it to try and get them fixed...
 
I'm kinda stumped now...
Windows documentation says set both the ethernet cards to obtain IP addresses automatically, even though I don't know how that is supposed to work. let's try doing that...

It's for Win Vista but I believe it applies to win 7 also.
 
i tried setting to automatic but it just set the ip for both to the autoconfigured 169.254 which is an ip address for when it glitches up
