Windows 10 Issues with Language Settings Reverting in Microsoft Edge After Restart

Hello,

When i start Microsoft Edge i get a page of News in English, and news in USA.
When i change to Portuguese i receive, obviously news from Portugal.
I SAVE the changes.
When i stop and start again Microsoft Edge the Language is again English.
Why if i made the SAVE.
This happens sometimes and work well for a days. But today is always i stop and start the Browser.

Sorry. I might have misdirected you. I was only applying what I use on my homepage.
I am assuming you are opening at the default (MSN)
Click the cogwheel, top right. The first option you see there is to change the language. This is specific, only for the MSN page you are looking at. You can select this as your future home page, or change it to a more convenient one. I use Google.om, which is clutter free, but there are many alternative choices.
Sort by date Sort by votes
Try this:
Scroll down to the bottom and select, as in my picture, Portuguese.

Thank you for your answer, butt i don´t understand where to set the language you refer.

Solution
The same problem as described.
I install a new copy of Windows V1803.
I install aplication by apluication, reboot and test this problem.
Everything OK until i install CCleaner and the problem come again.
I uninstall Ccleaner, i clean everything thar refers CCleaner, includig in Microsoft Edge Package, and First Page work correctly again.
I don´t know whats happens yesterday, the problem comes again.
Yesterday i only install, Acrobat Reader XI, and Windows install an Update "KB4103721 (OS Build 17134.48)".
For me this is a problem with no explanation.
If I start the same Microsoft Edge with an MSN page "MSN Portugal - Hotmail, NotĂ­cias, Meteorologia, Skype, Apps, Fotos e VĂ­deos" instead of "Start", and it works well.
Always in Portuguese.
