Windows 7 Locking feature of Windows that works in the background screen

Hi All!
Lock the screen of Windows, is working with the screens by locking the background, just have a feature that will allow the program to be open? I would be glad if you help friends who are knowledgeable about this topic. (For example, electronic test, enter user name and password, and full-screen pop-up program, the output until you have taken other operating screens will remain locked.

sleep mode can be set to need a password but is bugged in windows 7 and never worked well... in windows 8 or 8.1 you have the "lock screen" with extra options and that works very well.

Note however; any hacker worth spit will get around this screen if they can sit at the computer, it's use is for locking the screen from people remoting in from over a network.
