Download a program like Icon Packager (buy it if you want the full version) and it will allow you to easily manage your icons, cursors, and even install custom icon packs! I use Windows 8.1 Professional, and use Icon Packager for a custom icon theme, including some Windows 10 icons - I like it a lot!
Otherwise, try downloading a pre-made imageres.dll file and replacing that with the default one in your C:\Windows\System32 folder. That should help. Try rebuilding icon cache after all of that.
If that doesn't work, then get Icon Packager, as well as a program that restarts your explorer.exe, and everything should be resolved.
