Windows 10 .NET error after login

Im on a W10 1903 gigabyte 17 laptop and after logging on I get the following .net framework error.

Can anyone suggest what might be wrong? Ive run all driver updates and windows updates.

Looks like you're missing a DLL. I believe it's included in this Download Intel® Extreme Tuning Utility (Intel® XTU)

Thanks for the response. This was already installed. I have been told it is something to do with unlocked processors which I don't have an dthsi I should uninstall it.

I removed it but still get the error.

Any thoughts?

HkeyTray is the actual process throwing the error so repairing that may fix the issue or uninstalling
