Windows 7 Persistent Selection Outline After Deselecting Items in Windows Explorer

I have this problem. When im in a folder and select a item then click on the white bit or elsewhere the item will deselect but i have this outline of the select thing still there.

Where i circled is the problem. It's in everything including control panel. Just not desktop. Why?

Anyone able to help?

Also my drivers are up-to-date. And this problem even occurs when i select the basic theme so its not a problem with aero.
