Windows 7 Quirky dual monitor behavior

Not certain if this belongs here or in hardware, but here goes:

When I maximize a window back to my secondary monitor, sometimes it maxes to the primary instead forcing me to restore down, drag-n-drop, then maximize again.

Of course this is an intermittent problem, but extremely annoying when it occurs.

Did I miss a "set bugs to off" option somewhere?

Try this:

Maximize the window to the desired display. Then CLOSE the window. When you reopen the window, it should be set to the desired window.

Meh. I've tried everything and every combination.
There's no rhyme or reason that I can see.
Sometimes it just opens and/or maximizes to the wrong display.
Definitely a bug.
