Windows 7 Realtek PCIE GBE family controller wont update because code 31

I cannot connect to the internet and when I try updating the driver for the network adapter, I get code 31. I would also like to mention that there is no network adapters tab in device manager, only an unknown tab with the following items in it (they have yellow exclamation marks):

Realtek PCIe GBE Family Controller
TAP-Win32 Adapter V9
WAN Miniport (IKEv2)

There is also no Local Area Connection detected.

Ive tried everything from all sorts of cmd commands like netsh winsock reset catalog and netsh int ip reset reset.log.

Ive also updated my mobo chipset.

The only hardware changes I made was changing my graphics card and moving all my components to a bigger and better case. I also had to remove and put back in my RAM during the process.

Any help is appreciated. btw dont ask me to system restore or reset router cause thats beeen done a long time ago with no results.
 
Recheck all your hardware connections, especially the RAM so that they are all firmly seated and locked in. Then recheck all cable connections for the same. If you have an ethernet cable lying around, use that to connect directly to the modem/router and download all necessary drivers.
