Windows 7 remove or disable mouse over blue shadow highlights

Is there a way to disable or remove mouse over blue shadow highlight in order to change the color?

I have windows 7. When I put my mouseover the language bar icon on the taskbar its blue. On windows 98 I had it set on yellow and it stayed yellow. I have the win 7 advanced appearance on yellow too. Is there a way to have it on yellow?
