When you reboot, you lose all the tabs in browsers that were left open. I find that I frequently would like to restart where I left off. It would be easier to close tabs I don't want to reopen before shutting down than trying to remember the tabs I want to reopen.

Solution
Well OK then, there you go. Just hit the alt tab if the menu bar is not visible in IE9 and choose tools->reopen last browsing session
Firefox has similar, but some versions vary slightly. Try clicking the drop down arrow, very top left of FF8, select history->restore previous session
I'll let you figure Chrome out on your own.
You make no mention of what browser you are using, but.....
Open tabs you've previously closed

I use IE9, Chrome and Firefox.

Thanks for the tip with IE.

Thanks for that information. Following your lead, I found that Chrome has a History section. Very Nice. Is that what you're referring to?
