Windows 7 security warning when Startup links open

Every link in my Startup folder is being treated like it was downloaded off the internet. When they open atomatically on startup, or if I open them manually, I get the "Do you want to open this file?" security warning. This only happens for links in my Startup folder (and My Computer > Manage).

I can get rid of the warning by enabling "Launch unsafe applications" in IE8's Security settings. But this triggers a bunch of "your computer is at risk" warnings, so it's not a good workaround.

My Windows 7 version is Home Premium, so I don't have gpedit.msc. Can someone help me solve this problem?

Can you tell me why this thread doesn't belong in the "Windows 7 Support" forum, and which forum it should be in? You didn't recommend any options in your message.
