Windows 7 Session Cookies Won't Delete

I've confirmed this with a few others, but would like to know if anyone else sees it. In IE8 on Windows 7, clearing cookies via Tools -> Internet Options -> Browsing History/Delete... only deletes cookies with expiration dates, leaving all session cookies (those that expire when the browser is closed).

The only way I've found to delete the session cookies is to go through Developer Tools and select Cache -> Clear Session Cookies. So it's a 2-step process in completely different dialogues to clear all the cookies and get a clean slate. As a web developer this is extremely annoying.

I understand there are some utilities out there for dealing with this like ccleaner. But does anyone know if this is a known issue and if there is any fix or anything expected for these issues?
 
Have you tried with the browser closed?
Control Panel->All Control Panel items->Internet Options (same place).

Try CCleaner too!

It removes any cookies that you haven't told it to save whenever you run it.

Having to close the browser is no better than having to use 2 different dialogs. More steps than should be necessary to do a simple task. Sounds like the 3rd party tools like CCleaner are the way to go.
