Windows 8 Skype error 2503

Unable to use Skype can't send calls out won't get to ring a landline number, tried to delete programme file so I could start a new one, but shows error 2503 and it stops me from deleting the Skype programme.
Any suggestions?

Is this happening with the new version being pushed out or the App or the Desktop version?
