Undo Windows Refresh?

My father has Windows 8.1 and today he calls me for the has "changed".

Turns out, somehow the Refresh feature was executed.

Now some settings and files are missing, and all the apps were unistalled (including TeamViewer, so you can imagine the joy of fixing this over a phone...)

There is a file on the desktop explaining which apps were removed. There is also a C:\windows.old folder.

Is there a way to revert or undo this?

Sounds like a reset was performed. I don't believe you can roll these backs. Upgrades you can for 30 days.
