Windows 7 Upgraded using student 32bit download and having issues

Hi, ever since i installed windows 7 my computer has barely been operable. Almost every program takes around 20 seconds to load, all my desktop icons have been replaced by blank pieces of paper, and finally every program eventually stops responding and i am forced to restart my computer. I have none of these issues when i load in safe mode, but thats not really a solution.

I asked for help on the other windows 7 support forum, but I was told to make a new user account (that didnt fix it) and failing that, told to dl a program called ShellExView v1.10:to "clear third part shell extension". I'm not the greatest with computers so i have no idea what to do with this program. Any help would be appreciated greatly
