Windows 10 USB Always Showing Code 28

So as of very recently, none of my USB drivers have been working. Plugging in lets say my phone will charge it, but it wont be recognized as a device attached. After some playing around in my device manager, I see that my phone has the message "The drivers for this device are not installed. (Code 28)" in the device details. Ok simple enough, I have it check for updates, but to no avail. OOOOOOK, so I check to see if the USB drivers are up to date, and they are. I try several more USB devices like flash drives and my garmin watch and they all have the same code. I then did a lot of googling and I couldnt seem to find someone who has the quite the same issue. I did find a temporary fix by rebooting with Driver Signature Enforcement disabled but I'm looking for a more permanent fix, if one exists.
I'm running an up-to-date Windows 10 on a Lenovo Y50 that is less than a year old
