Windows Vista Vista Taskbar and desktop are frozen on startup

When I start my computer I can do the things I normally do but about a minute later the taskbar, desktop and everything except the sidebar and any open applications will freeze. Can anyone help?

Try booting into safe-mode (press F8 when booting) and then run a virus scan.

still getting the same problem and it seems that on my screen all the icons were moved onto my other monitor
