Windows 7 Which prgm created these "3ad8fd84262526c399f/Sandbox" folders?

After a while of working and a reboot I notice always these newly created folders with the name e.g

3ad8fd84262526c399f/Sandbox

Which prgm creates these folders?

Whats the purpose and can I let AUTOMATICALLY (!) delete them after usage?

Is there anything in the sandbox? The expression sandbox comes from the safety procedure used by the military etc for unsafe potentially explosive devices. In IT it is used in development or other environments to store potentially unsafe code/data.
 
Windows Update makes those...

Normally in the Windows/SoftwareDistribution/Downloads folder.

The ones I see right now do not show a \sandbox, but they might during an actual update in progress.
