Windows 7 Win 7 desktop backround will not adjust

My Win 7 desk top background picture adjuster doesn't adjust. Every picture I place as my background it is stretched. I have tried serveral approaches to fix this but I keep coming up short.

Any suggestions out there to get this fixed. I saw a thread where Supergirl got a hold of HP and her issue, the same as mine, was fixed. I sent her a message but with no reply.

FIXED Win 7 desktop background picture position FIXED

If you are running an HP with Win 7 there is a driver that fixes this issue. Funny, I was chatting with the IT with HP and he couldn't figure it out. But reading thread after thread everything pointed to the HP and its drivers.
