After trying to backup my hard disk data files and failing I tried various options including the Win7 system repair disk unsuccessfully and then the three ACER system recovery disks with no success .
Ended with SETUP IS STARTING SERVICES for 20 seconds or so and then WINDOWS CANNOT RESTART, TO CONTINUE INSTALLING WINDOWS RESTART THE COMPUTER.
So when I restart the procedure repeats and I cannot escape the sequence .
Can anyone please advise on how to break free of this conundrum other than a hammer !!!!

See if will help you......... change the "boot sequence" to start from your CD/DVD drive.

Computer power off > power back on > immediately and repeatedly tapping F2 key until you see a window appears > use the arrow keys select and change the boot sequence to boot from the CD/DVD drive > insert the repair CD in the drive and reboot.

Thanks David. Have tried this with no change in result, seems I may need a Win7 disk. I am trying locally.
Your help is appreciated.

You have set of Recovery Discs. Have you tried them with the boot sequence I mentioned?

If you really need a Win 7 Installation disk, go to Digital Rivers and download the ISO that matches your version of Win 7 as well as bit version, then burn the downloaded iso file to a bootable DVD and reinstall your Win 7 using the bootable DVD. You will need your legal Win 7 product key to install. You might also need to activate after successful install.

Digital Rivers Win 7 ISO downloads............ This is perfectly LEGAL, supported by Microsoft.

Create a bootable DVD..............

Good luck.

P.S. I had re-installed my Win 7 Home Premium using the above 2 methods.
