Looks like you had the more common form of this USB problem where the port itself has gone bad. Luckily newer systems come with plenty of USB ports.
the Issues i had, ended up being Group policy related. once i had this machine sitting on top of the servers at the admin building it worked just fine. Everybody thought i was a genius getting this machine fixed, but actually it just fixed itself...was a bizarre problem.
