Windows 7 Windows 7 not playing start up sound?

Recently, my computer has not been playing the startup sound, and on a side note.
when I go to the welcome screen for longer than 10seconds it has this LOUD HIGH PITCHED NOISE that really annoys me. Will someone please help?

Have you tried a system restore? And maybe a virus scan?

No viruses. I did indeed try a System Restore, however it did nothing. Once I deleted my primary account and proceeded to make a new
account which worked for 1-2 days, however I do no want to have to do this every 1-2 days.

Hello Dillon,

Check in "Control Panel\Hardware and Sound\Sound", in that window click on the "Sounds" tab;
Link Removed

And check if "Play Windows Startup sound" is checked.
