Windows 7 "You do not have sufficient access"

when I try to run "Spybot search and destroy" (From the start meu), I get the following message:-
"You do not have sufficient access" Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item"
This allso happens with "Hijack this" I have logged in as administrator and as far as I can see eI have full access. Can any one tell me what is happaning here and how to get round it

Try going into the start and the program list in the Spybot folder right click the Icon and select properties. In security tab make sure you have permissions checked. You may have to repeat. Click on shortcut tab and advanced and run as administrator. See if that works.
