Windows Vista Taskbar & Start Menu Problems...HELP!

Hey, well i have an issue with my taskbar and start menu. Firstly my taskbar freezes whenever it feels like it, i.e. i'd open up my computer and go on properties then it will freeze and also when i go to create a new folder using right click. My second issue involves my start menu, it always comes up blank! i've tried adding items on to it, but to no avail, can someone please help me as these two items are doing my nut in! i have a packard bell, and i'm running vista home premium.
