Enabling Windows Spotlight in settings reverts the setting back to "Picture" and causes the lock screen to show a blank image (This is because I have a program that disables the Content Delivery Manager). However, when I try to set an image to my lock screen after trying to set an image as my lock screen background, the lock screen does not honor the changes when I log out or start the computer.

Can you name the program that disables Content Delivery Manager? Perhaps this is interfering with other settings as well.
