I've tried to install ATI RadeonHD 4250 video card driver but whenever i I go to restart my computer it always ends up on the windows desktop with no icons, start menu and blue bar at the bottom etc..., and when I press Ctrl+Alt+Del it goes to a black screen.

I hope you can help me,Thanks.

Solution
Try going to Device Manager and uninstalling the Graphics Adapter then reboot. Windows will reinstall a Graphics Driver during power on. At this point you will have to decide what driver you wish to install. Perhaps the default drivers will do the job for you. According to your spec list it appears the ATI Radeon HD 4250 may not be the correct driver for your system. For example in Device Manager my display adapter is he ATI Radeon Mobility HD 4650. What does your show?

Can we have you full specs please. If you haven't reinsall your chipset drivers and Directx. Then uninstall your drivers, reboot into safe mode and run driver sweeper. Boot back in and try the driver install again. If it fails can you post a screenshot of device manager display devices :)

I think these are what you need?

Solution
From the device and vendor Id it is indeed a HD 4250. Is your machine a laptop or desktop an I'll get you the link to the correct drivers. Updating to service pack 1 is a must.
