Try going to Device Manager and uninstalling the Graphics Adapter then reboot. Windows will reinstall a Graphics Driver during power on. At this point you will have to decide what driver you wish to install. Perhaps the default drivers will do the job for you. According to your spec list it appears the ATI Radeon HD 4250 may not be the correct driver for your system. For example in Device Manager my display adapter is he ATI Radeon Mobility HD 4650.
