Background Download Slowdown - All Applications

At first I thought what I was witnessing was just something I was imagining but anytime any program in the middle of download gets put in the background the speed for that download just dive-bombs. Soon as I bring the application in question into the foreground the speed ramps up to where I expect it should be.

I've searched google without a whole lotta luck (maybe I'm using the wrong search terms?), anyone have any idea about what's going on here and/or how to fix it?

This is generally true. In an end user system, the foreground process will get priority. If you want background processes to have more priority

  • Press [Windows key + x]
  • Click on System
  • Click on Advanced System Settings
  • Advanced tab Performance > Settings
  • Advanced tab
  • Change Scheduling to Background Services
