Windows 7 BSOD when updating graphics driver

Please help
I keep getting a BSOD when I try to update my graphics drivers

It happens when I try to update to Catalyst Control Centre 10.4 and also when I try to uninstall Catalyst Control Centre 10.3

ATI Radeon 4850 1gb
Windows 7 home premium 64bit

I do not have an ATi card and I can't read dump files. I seem to be having a problem opening .zip since your tells me it is empty.

The drivers for the Radeon cards seem to be divided by bit, x64 in your case and AGP or PCIe. Did you get the correct one?
 
I downloaded the PCIe version (to match my card)

I have uploaded the zipped dump file again

Have you attempted to re download the updated driver / graphic software application?

Several times.
The problem is not only with a update but also if I try to uninstall the old software.
Blue screen on both routes.
FYI ATI Catalyst manager will not run in safe mode.
 
The only other thing I could suggest is to go into device manager. Look for your display adapter, select properties-then Driver Tab and Roll Back Driver. As you do that, go back to the original Windows one and if it asks if you want to delete the previous driver software, say yes.

There is also an Uninstall button that seems to be able to uninstall the driver...
