Windows 7 Can not connect to bluetooth headset

I am using windows 7 64bit, and a microsoft xbox 360 bluetooth headset, and a rocketfish micro bluetooth adapter. I downloaded the disc software, it didn't work, I then tried the software they recommended from the broadband website, still not working. The adaptor will find and add the headset to the devices list but will not connect to it, and in the sound panel it will n
