Even in windows 8, my laptop has been like this. I open up an app and it takes for ever to load for example, if I open up Counter Strike:Global Offensive, it opens up but there is a black screen for a very long time and then it will load in after 2-5 minutes. Or when I try to watch youtube videos it stays at 0:00 for like 5 minutes and then it will load. I know it is not my internet because if I were to watch a video on another device it would start right away. If I want to search something in the search bar it is very delayed. I just upgraded to windows 10 and the same thing is happening.

If there is a way to solve this please reply, thanks!

This sounds disk related. Either your disk is getting accessed a lot, you can check in task manager to see what the Disk % usage is. If it's normal is below 10% then you may have a failing drive. I would run a DFT test on it. Sea Tools SeaTools | Seagate work well either as a stand alone tool or you can get the Hiren boot disc and run it from that.

My disk ussage is 30% - 60%. There are a lot of programs running if I click more detaills. but I don't see anything that's too high. But I don't know what to remove.
 
You could run Process Explorer Process Explorer, go into View > Select Columns and turn on READ and WRITE and then sort the display to see what is running heavy on the disk I/O
