Have you tried running the exe? It might create the ISO by running the exe. At the very least it should "expand" the exe into the individual files that should be contained within the ISO so that you can proceed from there.
It's also possible that the file actually is an ISO and just needs to be renamed. Where did you get the file?

It's possible to create an exe that would do that with virtually any OS.I know with Vista, there was an .exe file that if you ran, created a folder with all setup files, in which you could make a bootable .ISO from. I don't know if that is the case with XP though.
