I reinstalled the update and .......it worked fine. Sorry for the troubles.

Doesn't appear to be a known issue for this. Grab a copy of the windows update log and upload it.
You can run the following powershell command then upload the WU.zip file on your desktop

Try booting into safe mode and see if you have the same issue. If you don't I would try disabling your security software.
