Windows 10 Desktop and file explorer folders have no association

In my profile I am administrator - This is a personal laptop. I just checked the profile to make sure I am administrator

I tried the zip file again, attacked is snip of dialog box that comes up.

Please export your Folder key so I can see what yours is set to HKEY_CLASSES_ROOT\Folder
 
These are the keys involved in opening a folder, the important one is shell\open\command\(Default)

I ran the Process Monitor and could not find that string. I did a search for it and received a message that it was unable to be found (see attached). I went to the Regedit and found it (see attachment).
