Windows 7 downloads stops at 99%

All most all of the programs that I try to downloaw using Windows 7 and IE8 32/64 bit fail at 99% with the following error message;

Unable to download file-name-here.......com from source-name-here-------.com

The operation timed out

The normal automatic window updates work OK with one failed. Lap top is only 3 months old with 4g memory 500g drive, Intel Core I3 ASUS M350 @2.27GHz.

I found 1,000's of other posts on other sites but most have different fixes so just a home user and don't want to mess things up...........
