Check Control Panel->Windows Updates->Installed Updates and see if you have that listed and try uninstalling it and see if that resolves the issue.
There is some other indications that perhaps Classic Shell might be involved or perhaps a combination of the two (KB2975719 + Classic Shell)
It seems to be linked to Explorer attempting to generate thumbnail previews of certain media files.
You could probably change your folder options / view tab to "Always show icons never thumb nails" as a first diagnostic step to see if that is related to your specific issue.

Go to Start and type in sysdm.cpl and press Enter
Click on the Advanced tab
Click on the Startup and Recovery Settings button
Ensure that Automatically restart is unchecked
Under the Write Debugging Information header select Small memory dump (256 kB) in the dropdown box
Ensure that the Small Dump Directory is listed as %systemroot%\Minidump << where your .dmp files can be
found later.
Click OK twice to exit the dialogs, then reboot for the changes to take effect.
