Windows 7 Freezes at Starting Windows screen, can't even boot into safe mode

This morning when I turned on my computer it froze at the starting windows screen. I tried to reboot several times to no avail. I then tried to boot into safe mode, and it stops loading at the following file:
Windows/system32/drivers/atipcie.sys

I ran startup repair which was unable to fix the problem but gave me this information:
