Solution
Go to Control panel, device manager, Mice and other pointing devices, right click on the touchpad device and disable.

That didn't work. Maybe because it was written in 2012. Must be different now.Check out this post in the HP Support Forums:

No, fn F7 doesn't work.
On some laptops its [fn] + [F9]
The only option I have there is to uninstall it and I prefer not to do that because my wife sometimes uses it.
So your mouse doesn't have this screen?
p.s. This is the standard Windows 8.1.1 option but its not in Windows 8.
