I have a question about a Windows system

My brother brought a computer here that has older Windows version on it and I am not sure which version it is and he said it doesn't boot up and one of the hard drives went out how to start Windows when I put a new hard drive in the computer

You'll need Windows installation media and a license key and install it

Well I don't have any of that and it's not my computer either

You can download Windows for free; however, you would have to purchase a license key.
