Windows 7 IE9 Toolbar Problem

I just installed IE9 and am impressed with the much faster response and the better use of screen space for IE's various functions and controls.

However, I am having one bizarre problem. I have both the Bing and Google toolbars along the top along with IE's Command and Menu bars. I turn off the "Lock the Toolbars" function and position these four toolbars in two rows, where they fit very nicely. However when I then reinstate the Lock Toolbar function, IE rearranges my layout by splitting the toolbars onto three rows, thereby costing me a bit of screen space. Obviously not a fatal problem but very annoying.

Anybody else run into this problem and figured out how to get around it?
