Windows 7 No Start Menu Folder?

In XP, the All Users directory (as well as each individual profile) under Documents and Settings contains a Start Menu folder. What is the Windows 7 equivalent?

Solution to customizing the Start Menu in Windows 7

-Click "Start"
-Click "All Programs"
-Right click on an existing folder (some has it but some does not...Accessories folder will be file), but it doesn't matter which
-Click "Open all users"
If you didn't see an option for "open all users" then try another existing folder
-From there, you can navigate through the other folders

Didn't see this mentioned - several situations revolve round permission blocking and can be helped by downloading and running "takeownership" on folders where you are barred. Search to find the download site. Especially aggravating is part-way through installations permission refused to create/alter a C:\program files folder, thus losing the whole install. "takeownership" usually fixes that.
