Windows 7 not possible to change keyboard layout on login screen

I had this problem recently on a public computer that is used by different people that have different language settings and keyboard layouts.

Ususally, on the top left corner of the login screen there is a button where you can change the keyboard layout to your language. This can be necessary to be able to type all the special characters in you password.

But somtimes this button is not there, which makes it hard to type the password correctly to be able to log in.

Does anyone know if the login screen can be configured so that his button is always there?

Help and support talks about it, under "To change the keyboard layout on the Welcome screen".

The following is copied from help an support.

Note
  • If you don't see the Keyboard layout button, you might not have more than one input language, or your regional and language settings might not be applied to reserved accounts. For more information about reserved accounts, see Apply regional and language settings to reserved accounts.
