Windows 7 problem with Empire Eart in WIN7

Hi my name is david and sience i installed win RTM
My game Empire Earth (1st) lags me on playing.
not net lag' screen lags.
i run in on GFORCE 9600GT that rock with any other heavy games
but with this old game it does problem.
i add link of 2mb of video of lags to understand better.
