Also when you reinstall it, if it gives you the option install it in another directory.
This will make Windows see it as a new program, and not pick up any files or settings from the old install.

I don't have a networx.exe file on my computer, in Windows 8, for what that's worth.
I see other people having this issue with Skype, the main fix seems to be fully uninstall it and reinstall it.
As I said try and do it in a new location.
And make sure you are installing the latest version of Skype for Desktop.
