Windows 7 Standard Users can't manage desktop icons

I installed Windows 7 on my home desktop with an administrative account for myself, and standard user accounts for my wife and children. However, if I install anything, shortcuts are placed on all users' desktops. Then, my wife and daughters each need me to enter my password when they are deleting the icon from their individual user's desktop. I am kind of surprised that standard users don't have access to manage their own desktop icons. Is there any way to make this possible?
 
Move those shortcuts that you only want for yourself from the Public Desktop to yours. Some programs install shorcuts to the Public desktop so that all users have access. Normal users can manage their own desktop but not the Public desktop.
 
Some, although not most ask if you want to create the icons for all users or just for yourself.

You aren't installing programs from the profile, are you?
