Windows 7 Taskbar or Window Titles aren't transparent!!

On all the screenshots I see, Window Titles and the Windows Taskbar are somewhat transparent. Mine aren't. Why is this?

Perhaps your graphic card don't support "Aero Glass" effect

Go to the Start Menu, and type find and fix, select Find and fix problems with transparency and other visual effects.

That will bring up the Aero box to make tests to make sure your graphics card will support Aero.

Also, do not turn of the Themes service and go to Start > Control Panel, select All Control panel items, then Performance Information and Tools. under adjust visual effects, choose let Windows choose what's best for my computer.
