Since I started using Windows (about 14 years ago), I've always encountered numerous problems that prevented my computer from booting. I believe you may have experienced these issues too. To address this, many developers have created modified bootable Windows systems that allow users to recover their files, diagnose disk problems, scan for viruses, and more.
Based on my own experience, the best modified Windows system is HBCD PE or Hiren's BootCD PE, which includes all these features and more, with over 60 tools. The system is only 3 GB in size and requires 2 GB of RAM. You can easily use it by burning it to a DVD using a program like UltraISO or to a USB drive using Rufus.
