Windows 10 Wierd problem, some services don't work, cursor keeps spinning

Hello, I was having this issue for about a day now and it super annoying. Some services like Windows Search don't work, and I can't start them. My cursor keeps on spinning and I don't know what's causing it. When I boot in safe mode I keep on getting an illegal instruction error that keeps on opening when I close it. I looked up what to do and ran sfc /scannow, which was unable to remove some corrupted files.
Also, I had this issue previously and did a system restore but kept my files, I was disappointed to find the same thing happen to me again.
I know something is wrong but I have no idea what to do.

Have you done a dism /online /cleanup-image /restorehealth

I just did one right now, and it failed. I

Try a reboot and then run again. It can take multiple runs to complete successfully.
