Windows 7 Windows 7 always stuck at 100% usage

Hello there,recently in my laptop become slugish.it always stcuk at 100%.I open the task manager and exeploer.exe taking maximum usage.Power plan:balanced.Notebook compaq persio c700.please kindly anyone help me.Will reinstall will help me?

This problem is commonly caused by a corrupt video file. Have you downloaded one about the time the problem started?
