Windows 7 Windows 7 Wireless is stuck on Identifying loops with No Internet Access

Hi, my Dell Inspiron 15 Laptop has a problem connecting to a wireless network. I can receive internet through a wired connection to my router but the wireless connection does not work. Other devices such as phone and other computers are able to connect wirelessly without a problem.
The wireless is stuck on Limited access and identifying... with no internet access. The signal strength however is at full.
I have tried using cmd to reset and I have even factory resetted the whole laptop multiple times. I am using AVG anti-malware and I seem to be free of viruses and malware.
I am not thoroughly educated in computer software, hardware, etc but I believe that this may be a hardware problem but there are no evidence it is. How can I fix this?
