Windows 7 Windows cannot access the specified device, path or file. On a CD-ROM

OK so here's my issue, i'm getting the following error when attempting to access my DVD-ROM to play a movie. This is a recent development, i haven't installed any new software on my system.

Windows cannot access the specified device, path or file. You may not
have
appropriate permissions to access the item.

I get this whenever I try to access/play a dvd on my system. I unlocked the administrator's account and logged in under that and everything works OK. There is no security tab for altering the security settings on the DVD drive. I'm really perplexed as to what is causing the security issue.

Does anyone have any thoughts about this?

Under the administrator account, have you tried right-clicking on the dvd drive >> properties >> sharing tab >> advanced sharing >> check the box to allow access to this drive >> click permissions >> add users ?

^^ im having the exact same problem. @cybercore maybe you can help me too. yes i have tried the above and still nothing.
